——江苏能源监管办纵深推进能源执法工作再上新台阶
近年来,国家能源局江苏监管办紧紧围绕能源监管工作中心,结合江苏工作实际,以相关法律法规为依据,健全完善行政执法工作制度和工作流程,以人民群众满意用能和优化营商环境为导向,认真处理投诉举报事项,加大能源行业违法违规行为查处力度,强化提升“获得电力”服务水平综合监管,当好人民群众用能权益的维护者。
强化党建引领
提升行政执法工作效能
江苏能源监管办加强政治理论学习,筑牢理想信念根基,充分发挥党组理论学习中心组领学、促学作用,推动党员干部胸怀“两个大局”、牢记“国之大者”,自觉从拥护“两个确立”、做到“两个维护”的政治高度,不折不扣抓好能源监管各项工作。同时,切实推动党建与业务深度融合,把党建工作的成效转化为执法工作的推动力,用执法成果检验融合效果,有效促进执法工作高质量发展。
此外,江苏能源监管办积极抓好党风廉政建设,详细梳理行政执法风险防控点,建立廉政风险防控“一表多图”,强化纪律检查,抓好作风建设,努力使党建引领成为推动行政执法工作的“源头活水”,倾力打造一支忠诚、干净、有担当的执法队伍。
强化制度建设
提升依法行政水平
为保障行政执法的权威性,江苏能源监管办在行政执法过程中严格执行“三项制度”,每次开展执法检查、制作询问笔录均有两名持证人员参与,并配备执法记录仪、录音笔等设备,确保执法的权威性和合法合规。同时,进一步规范自由裁量权,研究出台《江苏能源监管办行政处罚自由裁量权适用规则(试行)》,对自由裁量权的运用范围、行使条件、裁决幅度等予以细化和分解。
今年2月,根据新修订的《中华人民共和国行政处罚法》以及国家能源局关于开展行政处罚工作的新要求,江苏能源监管办制定了《江苏能源监管办行政处罚程序规定》,进一步完善了案件的受理、立案、调查、审理、听证、处罚及执行的程序规定;进一步修订完善行政处罚委员会工作规则,审理会议前由法律顾问出具法律意见书,防范法律风险,真正做到行政复议、行政诉讼执法案件零驳回。
强化执法为民意识
提升群众获得感幸福感安全感
江苏能源监管办持续开展“我为群众办实事”,切实发挥12398能源监管热线民生通道作用。2021年以来,江苏能源监管办调查处理12398能源监管热线投诉举报677起,赴现场调查70余次,对5起性质严重的属实举报印发监管意见书,对3家电力企业全省通报,约谈供电企业主要负责人13次,群众满意度超过90%。
连续多年通过召开全省供电企业会议和网站公布的12398能源监管热线受理投诉举报情况,积极化解有关涉能业务纠纷、妥善处理有关涉能矛盾,努力做到了件件有回音,事事有着落,工作得到了广大电力用户的肯定和认可,让能源监管工作深入人心。
强化违法违规案例查处
提升行政执法震慑力
结合综合监管、日常监管、重点问题投诉举报调查,江苏能源监管办首次对省电力公司关联电力工程监理单位全省通报并对江苏省电力公司直属单位及供电分公司进行行政处罚。
同时,查处了购售电市场指定售电公司、违规验收农网改造工程、拖延办理用户用电申请、关联企业扰乱居配市场秩序等突出问题,对多家供电企业关联企业违法违规行为进行行政处罚,2022年1~8月份作出行政处罚决定13次,罚没金额235.26万元,同比增长311%。
强化执法与服务并重
提升企业管理水平
寓监管于服务,江苏能源监管办将执法工作重心由现场检查发现问题向调查研究解决困难转移,通过了解基层供电企业在工作过程中遇到的困难、政策理解上的偏差、工作意见建议等,帮助、指导企业提升服务水平,提高企业配合积极性。
江苏能源监管办深入开展工作调研,先后实地开展“获得电力”优质服务情况调研、频繁停电等突出问题治理情况调研、迎峰度夏能源保供调研等,足迹遍布13个设区市、20余个区县。针对电动汽车充电难问题,在全省开展充电基础设施建设运行情况调研,形成调研报告并印发《江苏能源监管办关于进一步提升电动汽车充电基础设施供电服务保障能力的通知》,指导供电企业做好充电桩接入服务。
通过着力推动“五强化五提升”,行政执法“利剑”作用得到彰显,切实维护了能源行业各方的合法利益,有效提升了监管机构的影响力,并在行政执法实践中形成了重点关注共性问题、苗头问题的“两个重点关注”典型做法。

For many years, we have held meetings of the province's power supply enterprises and the 12398 energy supervision hotline published on the website to accept complaints and reports, actively resolve relevant energy-related business disputes, properly handle relevant energy-related conflicts, and strive to ensure that everything is answered and everything is settled. The work has been affirmed and recognized by the majority of power users, making energy supervision work deeply rooted in the hearts of the people.

Improve the deterrence of administrative law enforcement
Combining comprehensive supervision, daily supervision, and investigation of complaints and reports on key issues, the Jiangsu Energy Supervision Office for the first time notified the province's power engineering supervision units related to the Provincial Electric Power Company and imposed administrative penalties on units directly affiliated to the Jiangsu Provincial Electric Power Company and power supply branches.
At the same time, we investigated and dealt with outstanding issues such as designated electricity sales companies in the electricity purchase and sale market, illegal acceptance of rural power grid renovation projects, delays in processing users' electricity applications, and affiliated enterprises disrupting the order of the residential and distribution markets.
